Надо ввести ответственность провайдеров за спам. Т.е за спам рассылаемый с компов клиента должен платить провайдер.

Тогда проблема спама решиться очень быстро.

По-моему, это ерунда какая-то. Спамеры, которые рассылают ботов с личных компьютеров? В жизни не поверю.
Адреса гораздо лучше подбираются словарными атаками, чем сбором. Сбор - технология трёхлетней давности, мне кажется.

Чем-то это всё неуловимо напоминает шумную кампанию 2002 года по организации демонстрации у офиса Центра АА или по дозвону им с целью загрузить линии. Такая же любительщина вперемешку с социальными играми.

Когда спамерский бот приходит на сайт и собирает урожай почтовых адресов, его заманивают на специальную страницу с контрольным адресом электронной почты. При этом регистрируется IP, дата и время посещения.
